Kasparov: "Cada vez que se adia a resposta forte contra um ditador, o preço sobe"

O ex-campeão do mundo de xadrez, e dissidente russo, Garry Kasparov, compara o Presidente Vladimir Putin a Adolf Hitler e lamenta a resposta do Ocidente à crise da Crimeia. "Se o Ocidente pestanejar, passamos a 1939", disse em entrevista ao PÚBLICO.

"Putin só tem uma preocupação na vida, que é manter-se no poder. Os líderes ocidentais ainda acreditam que podem negociar com ele, mas Putin é uma causa perdida. Ele não tem nenhuma maneira de desistir desta operação: o Führer, o líder, não sobrevive na derrota, por isso ele só pode avançar. Onde é que isto pode parar? Não sei. A Ucrânia tornou-se vital porque os acontecimentos em Kiev enviaram o sinal errado ao povo russo. Para Putin, a Crimeia é o gatilho. Por isso acho que ainda avançará mais: ele quer remover o Governo ucraniano. Por isso fez todas aquelas declarações a dizer que não reconhecia o Governo, e por isso a Rússia quer todas estas mudanças constitucionais para tentar travar as eleições a 25 de Maio. Esse é um momento importante: se a Ucrânia conseguir sobreviver sem grande agressão até essa data, realizar as eleições e ter um Presidente e um Governo legitimamente eleito, Putin perdeu o jogo. E é por isso que ele está a tentar provocar a instabilidade no leste da Ucrânia. Hoje vemos as notícias e são os provocadores russos que passam a fronteira para criar tensão e tentar atiçar a violência."

O secretário-geral da NATO, Anders Rasmussen, condenou hoje a anexação da região autónoma ucraniana da Crimeia pela Rússia, e indicou a Moscovo que os aliados "não a reconhecerão", avançou a agência noticiosa Efe.

"Condeno o anúncio feito pelo Presidente da Rússia, Vladimir Putin, sobre as novas leis que integram a Crimeia na Federação Russa", declarou Rasmussen, em comunicado, sublinhando que "a anexação da Crimeia é ilegal e ilegítima e que os aliados da NATO não a vão reconhecer".

O chefe da aliança militar do Atlântico Norte afirmou ainda que Moscovo "ignorou os apelos para que retroceda e cumpra a legislação internacional, seguindo por um caminho perigoso".

Rasmussen alertou que a Rússia está a "violar a soberania e a integridade territorial da Ucrânia e em flagrante incumprimento dos seus compromissos internacionais", acrescentando que "não há justificação" para que a Rússia prossiga com ações que apenas vão "aprofundar o seu isolamento".

Nem a Rússia nem a Ucrânia são membros da NATO. Além disso, nenhum membro da NATO está em perigo de ser invadido. Então porque é que a NATO está envolvida? Ao menos que sejam os representantes do exército dos EUA (seria mais próximo da realidade, tendo em conta as ameaças do Obama e do Kerry).

Japan should aim to create a multilateral security alliance in Asia similar to NATO to help counterbalance China’s ongoing military buildup, a senior ruling party lawmaker said Thursday.

Shigeru Ishiba, secretary-general of the Liberal Democratic Party, also told his fellow lawmakers in a speech that Japan should remove its self-imposed ban on the right to collective self-defense, saying he is on the same page with Prime Minister Shinzo Abe, noting the revision is “a long-cherished wish.”

“It will become necessary for us to have an Asian version of NATO,” Ishiba said. “We will likely see a continued rise in China’s defense budget, and U.S. influence waning. So we need a balance here in the region with China.”

The LDP’s No. 2 man made the remarks after meeting earlier with Abe. Ishiba said he discussed the steps toward lifting the ban on the right to collective self-defense after gaining support from New Komeito, the LDP’s ruling coalition partner, which is more wary about expanding Japan’s regional security role.

Lifting the ban would allow Japan to defend allies under armed attack even when it has not been directly hit. But the issue is divisive, given it would mark a major change in the postwar security framework set up under the war-renouncing Constitution.

The shortfall was $194 billion for February, versus the $204 billion recorded in the same month a year ago. The gap narrowed mostly thanks to higher intake of receipts including individual and corporate taxes, as well as higher Federal Reserve earnings. Total receipts were up 18% compared to February 2013.

The monthly figure is the latest evidence of the government’s improving finances. Including the February deficit, the government’s shortfall for the fiscal year to date is $377 billion. That is $117 billion, or 24%, lower than the deficit recorded in the first five months of fiscal 2013.

The deficit has been steadily improving in the past several years, dropping to $680 billion in fiscal 2013 as the economy recovered and tax receipts grew. The fiscal 2013 shortfall was the first deficit of below $1 trillion of President Barack Obama’s tenure.

The Congressional Budget Office predicts an even lower deficit for the current fiscal year, of $514 billion, or 3% of gross domestic product. But CBO said in its latest budget and economic outlook that deficits would begin to grow again after 2015, as the government spends more on health-care costs and interest on the federal debt.

De passagem por Lisboa, Kasparov pede ao mundo ocidental uma reacção forte contra Moscovo, compara Putin a Hitler e a Saddam Hussein, e diz mesmo que a presente crise pode não parar na Crimeia.

Kasparov é um dos mais conhecidos opositores de Vladimir Putin e tentou mesmo defrontar o Presidente em eleições há cinco anos, uma ousadia que lhe valeu quatro dias de prisão.

Há quase um ano sem regressar à Rússia, considera inaceitável a anexação da Crimeia e receia que estejamos de regresso a 1938.

"Acredito que é absolutamente vital mostrar vontade política. Porque não podemos aceitar, no século XXI, que alguém aja como um rufia e leve o mundo à beira de outra grande guerra. A não ser que a reacção seja forte, receio que Vladimir Putin não pare na Crimeia. Como ele já afirmou, a Rússia consideraria que o Sul e o Leste da Ucrânia seriam parte da restauração da União Soviética, e agora há notícias de movimentos separatistas na Moldávia que querem juntar-se à Rússia. É uma instabilidade global. Estamos de volta a 1938 no calendário político", alerta.

"Desde 1945 que ninguém, excepto Saddam Hussein, anexou território dos Estados vizinhos", refere. "Houve muitas guerras, exércitos que atravessaram fronteiras para cá e para lá, mas anexação foi apenas o Kuwait. Anexação é o 'Anschluss', a Áustria, os Sudetas e as guerras de Hitler. E depois Saddam Hussein, e agora Vladimir Putin. E a forma como foi feita pede uma resposta porque se nada for feito, então tudo é permitido. A ideia de União Europeia, que se baseia no consenso, na negociação, pode acabar."

Sanções
Kasparov defende que o mundo ocidental deve impor sanções severas a Moscovo, pese embora os efeitos colaterais na Europa: "Há algumas coisas que o mundo livre pode fazer. Pode visar os oligarcas russos, e falamos de centenas de milhares de milhões de dólares em fortunas espalhadas pelo mundo. As companhias estatais russas, como a Gazprom, estão dependentes dos créditos ocidentais, e há os bens do Estado russo, como reservas em moeda nos Estados Unidos e na Europa”.

"Por isso há muitas maneiras de responder, e embora eu perceba que as sanções têm sempre efeitos mútuos — e haveria efeitos negativos para a Europa — o prejuízo seria incomparável: a economia russa não sobreviveria", garante Kasparov.

Corrida nuclear?
Kasparov, outrora símbolo da União Soviética, rejeita as palavras do seu último líder, Mikhail Gorbachov, que na passada segunda-feira afirmou que o povo da Crimeia tinha corrigido em referendo um erro histórico com 60 anos e oferece outra leitura: a crise da Ucrânia pode provocar outra corrida às armas nucleares.

"Não nos esqueçamos que a integridade territorial da Ucrânia foi garantida pela Rússia, pelos Estados Unidos e pelo Reino Unido em troca das armas nucleares ucranianas, em 1994. Por isso, se a América e o Reino Unido não reagem, qual é o valor das assinaturas? Esta deveria ser a derradeira linha vermelha. Todos os outros Estados reconhecem agora que as armas nucleares são a única forma de protecção, e certamente que a Ucrânia vai tentar reconstruir as suas armas. E o Irão, como podemos dizer ao Irão para deixar as suas armas nucleares se se vê que esta é a única protecção no mundo?"

Garry Kasparov, de passagem por Lisboa, diz que fixou residência em Nova Iorque e que só voltará à Rússia quando Putin deixar o poder.

Sabe-se que Israel tem armas nucleares mas ninguém sabe quantas têm. Só para comparar, o argumento da Ucrânia para arranjar armas nucleares é o mesmo do Irão: Proteção. Só que num caso é aceitável no outro já não é. Excluindo o Ahmadinejad que só falava em exterminar os judeus, estes e os muçulmanos sempre se deram relativamente bem e toda a gente sabe o que é que acontecerá quando alguém lançar uma ogiva.

Quanto a países "grandes" terem os seus governos fantoche. Novamente, mais hipocrisia. No ano passado a CIA admitiu o óbvio:

Resta dizer que boa parte destas crianças nem pai deve ter. Israel já os matou. E as acusações são aquilo que se vê na TV: crianças a atirar pedras a tanques. Mas o que é que elas vão fazer? Vivem em guetos, não têm água nem luz, casas e escolas destruídas. Algumas delas são orfãs.

Argentina's president on Wednesday accused the U.S. and Britain of "double standards" if it doesn't recognize Crimea as part of Russia.

During a speech in Paris, Cristina Fernandez compared the referendum in the Black Sea peninsula to the one that took place last year in the Falkland Islands, a British territory that Argentina claims as its own and refers to as the "Islas Malvinas."

The international community accepted the will of citizens of the archipelago who overwhelmingly voted to remain British, despite strong protests from Buenos Aires.

Argentina says the Falklands, which have been under British control for 180 years, were usurped from the South American country. Argentina went to war with the U.K. in 1982 in a failed occupation attempt.

"We demand that when the great powers talk of territorial integrity, that it be applicable to everyone," Fernandez said, referring to opposition by the international community over the disputed referendum in Crimea on Sunday in which 97 percent of voters said they wanted to separate from Ukraine.

"We either respect the same principles for all, or we live in a world without law, where the most powerful get their way," the 61-year-old leader added.

U.S. stocks retreated as the Federal Reserve reduced its monthly bond buying to $55 billion as more central bank officials predicted their target interest rate would rise by the end of next year.

Fed officials predicted their target interest rate would be 1 percent at the end of 2015 and 2.25 percent a year later, higher than previously forecast, as they upgraded projections for gains in the labor market.

“He has been a student of the tax code really all his adult life,” said Jeff Matthews, a Berkshire shareholder and author of books on the company. “His knowledge is encyclopedic, and he’s always used it to his financial advantage.”

Buffett has cited Berkshire’s tax bill as a point of pride. The billionaire wrote a decade ago that he hopes “the rest of Corporate America antes up along with us” and he continued his critique as his company’s contribution climbed. Para fazer o paralelo: Os EUA estão dispostos a ir para guerra se o Irão bloquear o estreito de Ormuz. Qual a diferença da Rússia que vai para a guerra se perder a base mais importante no Mediterrâneo (que é fulcral na defesa da Síria)?

A Rússia protege a Ucrânia, a Síria e o Irão, da mesma maneira que a China protege a Coreia do Norte. Não é porque gostam deles mas sim porque são "buffer zones". São zonas de separação entre blocos e poderes. E é isto que está em questão. Balanço de poderes.

Logo, "não sejam piegas"

Sim a UE e EUA apenas intervêm em conflitos por interesses corporativos, bem como a Rússia agora se comete nos países na sua área de interesse.

Mas a Rússia não protege a Ucrânia, nem muito menos a Bielorrússia (país este quem têm melhores relações). A Rússia desejava um super gasoduto para o centro europeu sem passar em territórios em que não controlam (ou que não tivesse uma corrupção interna incontrolável).

Brazilian President Luiz Inacio Lula da Silva recently revealed that the South American countries are planning for a common currency as part of the integration of the individual countries into the Union of South American Nations. This integration is patterned after the formation of the European Union, and parallels the plan for the North American Union.

The union of South American nations would create a trade block designed to be competitive with the European and North American trade blocks. Central to the formation of the union is the creation of a central bank to oversee the new common currency that would replace the currencies of the individual countries in the block. In a recent broadcast, President Lula stated that he sees the implementation of this plan as not being a fast one.

Africa aims to have a common currency by 2021, the economic affairs commissioner at the African Union (AU) said on Wednesday.

Governments hope this will attract higher levels of inward investment, boost the continent's competitiveness in global trade and lift millions of people in the 53-nation AU out of poverty.

"The date is not yet established but it will not be later than 2021...we may bring it down to 2018," Maxwell Mkwezalamba told Reuters at a meeting of African economists in the Kenyan capital.
