The United States is considering taking the fight against Islamic State militants into Syria after days of airstrikes against the group in Iraq and the beheading of an American journalist, the White House signaled on Friday.
President Barack Obama, soon to end a two-week working vacation on the Massachusetts island of Martha's Vineyard, has not yet been presented with military options for attacking Islamic State targets beyond two important areas in Iraq, said White House deputy national security adviser Ben Rhodes.
But Rhodes made clear that going after Islamic State forces based in Syria is an option after the release of a video this week showing one of the group's fighters beheading American journalist James Foley and threatening to kill a second American, Steve Sotloff.
Twice in the last seven days, Egypt and the United Arab Emirates have secretly teamed up to launch airstrikes against Islamist-allied militias battling for control of Tripoli, Libya, four senior American officials said, in a major escalation between the supporters and opponents of political Islam.
The United States, the officials said, was caught by surprise: Egypt and the Emirates, both close allies and military partners, acted without informing Washington or seeking its consent, leaving the Obama administration on the sidelines. Egyptian officials explicitly denied the operation to American diplomats, the officials said.
The strikes have also proved counterproductive so-far: the Islamist militias fighting for control of Tripoli successfully seized its airport the night after they were hit with the second round of strikes.

Os residentes e visitantes podem movimentar-se através de uma rede de metro ligeiro – serão também construídos uma rede de túneis subterrâneos para pedestres. Segundo o Qatar, todos os principais elementos da cidades serão ambientalmente sustentáveis – o estádio terá um sistema de arrefecimento a partir de energia solar, para evitar que jogadores e adeptos não passem um mau bocado com o calor.
Os sistemas de energia, transporte e comunicações serão geridos por um único centro de controlo, para que a cidade reage a vários desafios e problemas com uma única abordagem.

Ansar al-Sharia is blacklisted by the United States over its alleged role in an attack on the U.S. consulate in Benghazi, eastern Libya.
An official representative for the armed group told a local radio channel that Benghazi is now under its control.
“Benghazi has now become an Islamic emirate,” said Mohammed al-Zahawi, the spokesman, to Radio Tawhid.
In an effort to avoid unintentionally strengthening the Syrian government, the White House could seek to balance strikes against the Islamic State with attacks on Assad regime targets. However, that option is largely unappealing to the president given that it could open the U.S. to the kind of long-term commitment to Syria’s stability that Obama has sought to avoid.

On July 24, Tokyo decided to strengthen its position in terms of its invasion of China by moving through Southeast Asia. Given that France had long occupied parts of the region, and Germany, a Japanese ally, now controlled most of France through Petain's puppet government, France "agreed" to the occupation of its Indo-China colonies. Japan followed up by occupying Cam Ranh naval base, 800 miles from the Philippines, where Americans had troops, and the British base at Singapore.
President Roosevelt swung into action by freezing all Japanese assets in America. Britain and the Dutch East Indies followed suit. The result: Japan lost access to three-fourths of its overseas trade and 88 percent of its imported oil. Japan's oil reserves were only sufficient to last three years, and only half that time if it went to war and consumed fuel at a more frenzied pace. Japan's immediate response was to occupy Saigon, again with Vichy France's acquiescence. If Japan could gain control of Southeast Asia, including Malaya, it could also control the region's rubber and tin production—a serious blow to the West, which imported such materials from the East. Japan was now faced with a dilemma: back off of its occupation of Southeast Asia and hope the oil embargo would be eased—or seize the oil and further antagonize the West, even into war.
