France's constitution is to be altered to increase the powers of a state of emergency, under draft proposals seen by French media.
The draft “Protection of the Nation” bill – due to be presented to ministers by François Hollande, the French president, before Christmas – would extend the right to strip French citizenship from dual nationals convicted of terrorism offences by also including people born in France.
It would also prolong certain powers after a state of emergency was lifted.
President Hollande declared a state of emergency following the terror attacks last month and parliament extended it for three months.
No time limit will be inscribed in the constitution under the new proposals. As is currently the case, parliament will decide how long a given state of emergency should last.
But once this period has run its course, exceptional measures taken during the state of emergency – such as powers of house arrest – could be prolonged for a “maximum period of six months”, the draft stipulates.
Polls suggest that the French are prepared to relinquish some personal freedoms in exchange for a sense of security and to protect future freedoms.
