France's constitution is to be altered to increase the powers of a state of emergency, under draft proposals seen by French media.

The draft “Protection of the Nation” bill – due to be presented to ministers by François Hollande, the French president, before Christmas – would extend the right to strip French citizenship from dual nationals convicted of terrorism offences by also including people born in France.

It would also prolong certain powers after a state of emergency was lifted.

President Hollande declared a state of emergency following the terror attacks last month and parliament extended it for three months.

No time limit will be inscribed in the constitution under the new proposals. As is currently the case, parliament will decide how long a given state of emergency should last.

But once this period has run its course, exceptional measures taken during the state of emergency – such as powers of house arrest – could be prolonged for a “maximum period of six months”, the draft stipulates.

A new EU border control force, to be proposed next week by the European Commission, would have the “right to intervene” if member states fail to protect the bloc’s external boundary.

The draft proposal, seen by EUobserver, is to create a European Border and Coast Guard Agency, replacing Frontex, the EU’s current border control agency.

It adds: “In urgent situations, the agency must be able to step in to ensure that action is taken on the ground even where there is no request for assistance from the member state concerned or where that member state considers that there is no need for additional intervention.”

Under the protocol, the commission itself proposes deploying the EU border force to a given member state or states.

If the member state rejects the EU intervention, it must rally a “reverse qualified majority” in the EU Council, amounting to three quarters of votes, in order to veto deployment.

É engraçado. Para impedir que um determinado país não seja alvo de medidas fascistas, os políticos dessa mesma nação é que têm que ganhar apoio.

Segundo alguns meios de comunicação social, o " Bataclan " tinha sido alvo de ameaça terrorista à uns anos atrás.

Estranho, pois estando a França em alerta contra o terrorismo alegadamente na altura dos ataques, não havia sequer uma vigilância especial a um local já ameaçado por terroristas e com uma grande concentração de pessoas para um evento.

Não deixa de ser estranho quando as notícias diziam que os Serviços de Informações tinham falhado ao não terem conseguido interceptar o ataque.
 
Mais um dia em que a FED poderá (e deverá de forma mínima) subir os juros. Não subir provocará/aumentará os receios de que algo está mal. Os mercados emergentes, incluindo o Brasil, deverão ver a sua situação económica deteriorar-se.
 
Juros sobem 0.25%. Uma previsão minha para 2015 que falhou (por um mês :hehe:). Nem vou fazer previsões para 2016 :hehe:. Na Bloomberg estão a dizer que as restantes subidas vão ser graduais (sem surpresa). Basta ver o que o Bernanke disse:

Además, trascendió una conversación de WhatsApp en la que sus amigos le dicen: "Capi matalo", "Los pulgares en los ojos", "Y escúpele en las cuencas", a lo que A.de V.F. responde con una foto suya acompañada de la frase "Ya estoi saliendo".

Graças a Deus que não há maluquinhos de direita. O Anders Breivik, por exemplo, era um claro esquerdalho perturbado. Ou são sinónimos?

A total of 34 nations have been declared as members of the alliance, but already some countries have come out to say that they never agreed to anything.

“We came to know about it (the alliance) through news reports," a senior official of Pakistan’s Foreign Office told the Express Tribune after the announcement. "We have asked our ambassador in Saudi Arabia to get details on it." Another unnamed individual told the newspaper that they were unsure whether they were part of any military alliance and noted that the country would not get involved in an alliance without United Nations backing.

Pakistan isn't the only country that got a surprise with the list. The governments of Malaysia and Lebanon have also suggested they knew little about the alliance that they were listed as a part of.

Confusingly, while the Saudi government suggested its members came from "all over the Islamic world," a number of the countries listed as members do not have Muslim majorities. For example, over 80 percent of Uganda is Christian, while as much as 75 percent of Gabon is Christian. In Benin, the largest religion is Catholicism, and in Togo, the majority of the population holds indigenous beliefs.
